"Rare" in a sense that we literally have no idea where this one came from and don't know how many are out there! Most likely, this a custom figure produced locally to the NJ/PA area for the Wizard World convention hosted in Center City Philadelphia, sometime between 1998 and 2002.
In comparison to the Wildstorm 98 figure, Fairchild looks like she's sporting a variant bodysuit with more emphasis on the purple - appearing throughout the entire costume.
